Boro is an elite Inner member of the Kara organization in the Boruto anime. He serves as the charismatic leader of an Otsutsuki cult, commanding a massive following. Boro frequently travels to plague-stricken villages, voluntarily healing the infected populace.
While his actions appear benevolent, his kindness is entirely fabricated. His true goal is to manipulate the masses into worshipping him as their savior. Furthermore, Boro routinely uses his most devoted followers as expendable test subjects for deadly experiments.

1. Creator of Viruses and Vaccines
Utilizing advanced Scientific Ninja Tools embedded within his body, Boro can synthesize, cultivate, and release deadly viruses. The virus manifests as a dense black mist and acts incredibly fast. If an enemy inhales or even makes physical contact with the mist, their body is instantly paralyzed, quickly followed by total unconsciousness.
Boruto and Kawaki both fell victim to this black mist. The infection stiffened their bodies, severely restricting their movements and nearly causing them to black out.
To prevent himself from succumbing to his own biological weapon, Boro continually cultivates antibodies within his system. This allows him not only to remain immune to the virus but also to synthesize vaccines to “cure” those he has infected.
2. Boro, the Master Manipulator
Boro employs deeply deceitful tactics and elaborate scams to achieve his goals.

Having lost faith in doctors—feeling that medical treatment is a waste of money—the terrified villagers lock themselves indoors. When they are forced to go outside, they wear masks, desperately trying to avoid inhaling the black fog blanketing their homes.
Boro then capitalizes on their fear and absolute despair. He arrives in the village, offering a “miracle cure” derived from his own antibodies. The cured villagers are left in awe, genuinely believing Boro is their savior.
Through charismatic sermons, Boro manipulates the grateful villagers into joining his cult, urging them to worship him as a divine savior sent to rescue them from a wretched world. In reality, Boro is both the arsonist and the firefighter—spreading the virus just so he can swoop in with the cure. His ultimate goal is to mass-recruit followers for his Otsutsuki cult.
To Boro, his manufactured virus is simply a “miracle” used to guide lost souls toward salvation.
Note: Deep within the underground catacombs of the Otsutsuki temple lies a massive machine used to cultivate and refine his viruses. This is also where Boro routinely recharges his own biological supply.
The Otsutsuki Cult
Boro is the supreme leader of the Otsutsuki cult, headquartered in a grand temple located at the borders of the Five Great Nations. The temple houses his followers, most of whom come from tragic backgrounds—having lost loved ones or suffered from incurable diseases.
Before joining, every follower shares a similar story: they were afflicted by a terminal illness until Boro miraculously “healed” them.
Functioning like a religious fanatic, Boro frequently delivers sermons to enforce absolute faith among his flock. His arrivals are met with thunderous applause, maintaining a sacred, almost divine atmosphere within the temple. In his speeches, he proclaims his desire to save all souls, regardless of wealth or status.
Boro constantly preaches that the current world is “trash,” overflowing with misery and injustice.
He blames the ruling leaders for their inability to save the weak. As the ultimate salvation, Boro offers the “Light of the Otsutsuki”—urging his followers to surrender their souls to the Infinite Tsukuyomi (Mugen Tsukuyomi).
In his sermons, Boro recounts the tale of Goddess Kaguya Otsutsuki descending to Earth. He claims that under her rule, humanity experienced eternal peace by merging their souls with the Divine Tree (Shinju).
However, this paradise was shattered by the shinobi of the Five Great Nations, who murdered Kaguya and two other gods, Momoshiki and Kinshiki.
Boro insists that the shinobi rewrote history, falsely framing the Infinite Tsukuyomi as a cataclysm. He preaches that the ninja fabricated these lies to justify their sins and secure their own power.
Still, Boro comforts his followers, assuring them that the Otsutsuki gods have not abandoned them. He even claims to commune regularly with other surviving deities.
Boro paints himself as the world’s savior and the last hope for the desperate. The grim reality, however, is that he views his followers as nothing more than an endless supply of clinical test subjects.
He specifically tricks the cult’s children, promising them a “meeting with the gods.” In truth, they are subjected to horrific, often fatal human experiments as Boro searches for a compatible “Vessel.” Similarly, the Infinite Tsukuyomi he preaches as Nirvana is, in reality, the absolute annihilation of the world.
The Miracle Modus
In running the Otsutsuki cult, Boro relied heavily on a devoted female assistant named Inori. Inori strictly adhered to the teachings of the Infinite Tsukuyomi and served by Boro’s side, especially when visiting plague-stricken villages or guiding new recruits.
In the past, Inori was driven to the brink of despair by an incurable illness. She was finally “cured” after embracing Boro’s teachings.
One day, Inori’s older brother—a shinobi—stormed the temple to bring her home after a two-year absence. He desperately warned her that Boro was a fraud and pleaded that he had finally found a real doctor who could cure her.
Inori flatly refused and ordered him to leave. Moments later, Boro appeared. Disgusted by the cult leader, the brother accused Boro of scamming desperate people with fake stories about meeting gods.
Calmly, Boro stated that he had met a god and had been blessed with the miracle of an indestructible body. He boldly challenged the brother to prove him wrong.
The shinobi immediately attacked, casting a Water Style: Water Blade jutsu that cleanly sliced Boro’s body in half. However, to the brother’s absolute horror, Boro’s severed torso instantly reattached itself.
Boro claimed this regeneration was a divine miracle. The truth was far darker: his body had been heavily modified by Amado with Scientific Ninja Tools, granting him hyper-regeneration from head to toe.

Boro frequently uses this combination to amplify his elemental attacks. When Boruto and Kawaki acted as decoys to ambush Boro, Mitsuki launched an aerial Lightning Style strike at the downed cult leader.
Reacting instantly, Boro used his gunpowder-virus mixture to reflect the lightning, turning Mitsuki’s own jutsu against him.

Moving with blinding speed, Sarada drove her Chidori straight into Boro’s chest, successfully ripping out and destroying the core.
6. Boro’s Demise at the Hands of Borushiki
With his core destroyed, Boro’s body mutated wildly, transforming him into a colossal, uncontrollable, rampaging monster.
While Team 7 was distracted after successfully freeing Naruto from the sealing kettle, the monstrous Boro suddenly blindsided Mitsuki, knocking him unconscious. Blinded by rage after being outsmarted by a group of kids, Boro swore he would slaughter them all.
Kawaki attempted to fight back using his Karma, successfully destroying Boro’s right arm. But Boro simply retaliated with his left, punching Kawaki and sending him flying.
Using his massive size, Boro pinned Sarada beneath his fist. Boruto frantically kicked Boro’s hand to free her, but the impact left Sarada helpless on the ground. Boro then swatted Boruto away, leaving the young shinobi face-down in the dirt.
Refusing to let up, Boro relentlessly pounded Boruto’s limp body, screaming that he was just a miserable shinobi who would never leave this dimension alive. Boro boasted that he was invincible, the chosen envoy of the gods. But just as he reeled back for a final, lethal strike, Boruto vanished.
Boruto reappeared floating high in the sky, fully possessed by Momoshiki Otsutsuki. This terrifying form—dubbed “Borushiki”—featured a Byakugan in his right eye and a jagged horn protruding from his skull.
Glaring down at the mutated cult leader, Borushiki coldly commanded, “Don’t get arrogant, you inferior creature!”
Despite devoting his entire life to worshipping the Otsutsuki as gods and preaching the gospel of the Infinite Tsukuyomi, Boro finally received his divine judgment. In a grim twist of irony, Boro was slaughtered by the very god he worshipped: Momoshiki Otsutsuki.
While Boro viewed himself as a holy savior, to Momoshiki, he was nothing more than a pathetic insect. Despite brainwashing thousands into “Boronism”—all in the name of the Otsutsuki—Boro received no gratitude or divine reward. Instead, he was brutally beaten to death by Momoshiki.
Furthermore, karma finally caught up with Boro for scamming innocent villagers with his manufactured plagues and fake miracles. In the end, Boro himself was fatally scammed by his own Kara comrade, Kashin Koji.
Back in Konoha, Koji had assured Boro that Boruto’s Karma was still far too immature to pose a threat. This deliberate lie made Boro drop his guard, directly leading to his catastrophic defeat against Borushiki.
Boro’s life was finally extinguished when Borushiki annihilated him with a massive, catastrophic Super-Massive Rasengan (Oodama Rasengan).
